Sikh Activists

Sikh representatives that organise the annual World Sikh Lobby today pledged that they were determined to make the recently established links with independent human rights experts at the United Nations Human Rights Council (UNHRC) in Geneva work to expose India’s human rights violations.

The statement came after a meeting in Geneva with those representing the Special Rapporteur on human rights while countering terrorism. The meeting took place just before India’s human rights record came under its first-ever Universal Periodic Review (UPR) with the UNHRC.

The 3-hour UPR was webcast live against India’s wishes and by being made publicly available has exposed the new system of universal periodic review that commenced at the start of the week is flawed, as it grants excessive control over the outcome to the state under review.

In theory holding debates on countries was supposed to help activists to shine an international spotlight on human rights violations, and to challenge government responses that are inadequate or false. However, today’s three-hour session on India offered little in the way of proper scrutiny. The most significant criticism of the proceeding was the session ignored the detailed NGO submissions, such as from Amnesty International and Human Rights Watch regarding subjects such as torture and extrajudicial killings.

The most important outcome was that the exceptions to this were Peter Gooderham, the UK Government representative, Terry Cormier, the Canadian Government representative, Mrs. Anna Chambers, the US Government representative and Ms. Nathalie Kohli, the Swiss Government represemntative and a number of other Western democracies who posed difficult questions. All four challenged Swashpawan Singh, Permanent Representative of India to the United Nations and many concluded that the responses to the points raised were inadequate.

It will not be lost on those that watch the 3-hour session that is available worldwide on Channel 5 on www.un.org/webcast that it was countries where Sikhs have been lobbying the most – UK, Canada, USA and Switzerland that are taking the lead in challenging India. However, other countries are slowly picking up on some of the key issues e g. use of torture by the police and armed forces. India will be concerned by these latest developments by those lobbying both nationally and through the UN.

It is clear from the webcast that India is trying to counter the Sikh lobby by using Sikh faces to either defend India’s position or by having a few 'friendly' Sikhs sit in silence and simply observe the proceedings. They could quite easily have done this sitting at home.

Steptoe and Son series

After creating the supreme comedy that was Hancock's Half Hour, many wondered where else writers Ray Galton and Alan Simpson could go when the eponymous Mr H dispensed with their services. Their answer was another sitcom tour-de-force, Steptoe & Son.

Steptoe was born from a one-off comic play, "The Offer" commissioned by the BBC in 1962 as part of Comedy Playhouse, a series of short plays all written by Galton and Simpson.

From the outset it broke the mould of British comedy. Where previous sitcoms relied on slapstick, gags and farce, Steptoe and Son introduced a note of gritty realism: its characters were resolutely working-class, down-at-heel rag-and-bone men scraping a living by spotting gems among other people's junk.

Father and son used earthy language and swore like troopers (at least as much as the BBC would allow them to) and both were given an added reality by being played by "straight" actors (Wilfred Brambell and Harry H Corbett) rather than comedians.

Where other comedies revolved around interfering mothers-in-law and the sudden failure of the hero's braces the moment his boss came round, Steptoe's focus was on the inter-generational conflict that marked out the 60s.

While father Albert Steptoe was - as his son often reminded him - a "dirty old man", set in his grimy and grasping ways, 40-year-old son Harold was filled with social aspirations, not to say pretensions.

Many episodes saw Harold attempting to attract a posh "bird" (this was still the sixties and early seventies) with his literary erudition, love of classical music or amateur dramatic skills, only to have a single leer from his gargoyle-like dad put the kybosh on the whole affair.

Despite the advantage of Harold's relative youth, the audience always knew who was master in the Steptoe household. Albert, convinced his work in years (long) gone by entitled him to live off his son's hard graft, used every weapon from blood-curdling threats to pathetic wheedling to keep his son in line.

Over the years Harold's attempts to escape his dad became ever more desperate, even leading in one classic episode to him dividing the whole ramshackle Steptoe premises, right down to the TV screen, in two (the division of the TV resulted in failure when Albert realised the controls were on his side of the divide and a cackling Harold got his revenge by pulling out the plug on his own side).

Perhaps the best illustration of Harold's pathetic plight came in "The Desperate Hours" when, after the Steptoes were held hostage by two desperate prisoners on the run, Harold ended up begging the lead prisoner (a brilliant Leonard Rossiter) "Take me with you".

Steptoe and Son originally ran from 1962 to 1965 in black and white, returning in colour for four more series from 1970. So successful was it on its return that it was adapted for US TV as the much-loved Sanford and Son and spawned two film spin-offs.

Still regularly repeated, it remains as fresh today as it always was.
